Dean Roger Hartley Elected President-Elect of the American Society for Public Administration

I am honored to serve ASPA as president-elect and look forward to working with colleagues on some of the biggest challenges we face in restoring trust in government and bringing back a meaningful interest in public service for coming generations.

Roger E. Hartley, dean of The University of Baltimore's College of Public Affairs, has been elected president-elect of the American Society for Public Administration (ASPA). Dean Hartley will serve a two-year term as president-elect beginning in April 2025, and will assume the two-year term as ASPA president in 2027.

 

The American Society for Public Administration is the largest and most prominent broadly-based professional association in American public administration, with a membership of approximately 10,000 academics, practitioners and students across the globe. Since 1939, ASPA has been the nation's most respected society representing all forums in the public service arena, according to the organization’s website.

Hartley has served as dean of UBalt's College of Public Affairs since 2015. He is a first-generation college graduate who strongly believes that higher education and public service changes lives. His 25 years of service focuses on public engagement that brings together practitioners and academics to train the next generation of public leaders. Prior to UBalt, Hartley held faculty and leadership positions at the University of Arizona, Western Carolina University, and Roanoke College, as well as on many boards and commissions.

 

In 2024, Hartley became a fellow of the National Academy of Public Administration (NAPA) and earned ASPA's Chester A. Newland Award. He has received recognition from the City of Baltimore, the Baltimore Chamber of Commerce and UBalt for engagement. His leadership work spans ASPA, NAPA, the Network of Schools of Public Policy, Affairs, and Administration, The Volcker Alliance, and the National Forum for Black Public Administrators. He has provided significant service to ASPA initiatives, including raising funds with ASPA's Development Committee for the Founders' Fellows program.

 

Dr. Hartley is a member of The Volcker Alliance Deans Summit, serves as a mentor in Volcker's Future Leaders program, and serves with its NextGen Service Corps. He is past chair of NASPAA's accrediting body, COPRA, and on NASPAA's Executive Committee. Hartley enjoys working with governments and nonprofits and has partnered on social equity efforts with organizations like the Maryland Commission on Civil Rights.

 

Hartley earned his bachelor's degree from Indiana University's O'Neil School of Public and Environmental Affairs and his M.A. and Ph.D. in political science from the University of Georgia's School of Public and International Affairs. He is an award-winning teacher, scholar and academic leader who enjoys public engagement work that supports students.
